DNS wildcard / fallback

Pardon me if this is common knowledge. Does anyone know of a method to have a DNS server answer every address it doesn't expressly have recorded with fixed answer?

I.e., if the DNS server does not have an entry for what is being asked, always resolve to a specific IP?

DNS wildcarding appears insufficient for this… admittedly strange use case. This is for a simulated network environment.
