How can I configure fail2ban to ban any IP addresses that try to request from my web server that don’t match a certain resource?

I have a public web server which I want users to access the "/pics" resource and all files within it. Checking access logs and I've seen numerous attempts to find "/wp-login","/phpmyadmin","/backup" etc. Is there a way to set fail2ban to ban IP addresses which don't request specifically "/pics" and the resources within?
